Or rather, someone else had paid for themselves.
The best that could be determined is the hijacker had copied the routing number from a cheque, taken that routing number and paid the bill.

Part of the saving grace here for my daughter is the hijacker had used an arbitrary cheque number that was out of the current sequence of cheques she’d been writing.
Apparently the utility company has really poor safeguards in place for bill paying authorizations.
The credit union made good on my daughters account, returning the monies lost and they’re now looking to the utility company to make good on the debacle.
