I am wondering if there is any way to make it impossible to open a credit card in my name?

I very worried about credit card security and that people in this country can use credit cards that are not in their name. So I would like to make it impossible for anyone to get a credit card in my name. I would like to have something on the record that no credit card should be issued in my name unless my ID is veryfied in person. I read about credit freeze, but it seems that this does not protect completely. I also read about placing a fraud alert, but can I do that just as prevention? Without an actual identity theft having taken place? Is there one agency I can contact or do I have to contact every single credit card company?
