Why are people so willing to put theirselves at identity theft risk when filling out job applications?

There’s a lot of phishing scams now that will send you fake job offers and applications that look real to get your personal information for identity theft purposes. They get your contact info from job search websites which freely allow scammers to solicit registered members and other sites.

This got me thinking….why are so many applicants not outraged at the amount of personally identifiable information requested on applications without any guarantees that the information will be kept secure?

Why do they need this information BEFORE they even decide if they want to proceed with a background check/references check?

Why do they request it all on the applications of everyone and expose us to potential fraud, instead of only requesting it from people they would consider hiring?

Is there any way to demand that they implement policies to protect our personal information on applications, or is it just cross your fingers and hope?
